Description of Work

Reporting directly to the Business Officer I at a multi-custody male correctional facility, this position primarily maintains and oversees financial accounting data. Responsibilities of this position include, but are not limited to, the following:

1. Serving as a specialist in an area or program requiring specialized fiscal knowledge, such as, but not limited to contracts, or other closely related accounting services.

2. Providing technical accounting work including independent responsibility of maintaining accounting records or separate accounts payable functions.

3. Providing oversight and management of Fixed Assets.

4. Managing varied responsibilities affecting the fiscal and financial operations of the respective work unit or involvement in the budget process.

5. Monitoring and reconciling facility Inmate Accounting issues.

6. Delegating responsibilities to analyze data for accuracy, to problem solve, and to interpret regulations.

7. Being accountable for accuracy of entries and reconciliation of data and information.

8. Preparing and monitoring Travel Reimbursements for staff as well as monitoring the monthly telephone/cell phone bills for the facility.

9. Monitoring and/or reconciling all P-Card purchases per policy for the facility in addition to dealing frequently with facility staff to include Management, Custody, Food Service, Medical/Dental, and Programs regarding purchase orders and/or P-card purchases.

10. Communicating effectively and working well with staff at all levels.

11. Monitoring and reconciling Budget Monitoring, Budget Reports,
Usage Orders for Staff Clothing/Warehouse/Office Supplies.

12. Working independently and meeting constant deadlines while performing several tasks simultaneously.

13. Serving as back-up to the Accounting Clerk to process the Daily Inmate Trust Fund actions for inmate accounts, processing daily bank deposits, processing DC-440's for Inmate Welfare Expenditures, processing weekly Inmate Money Orders Requests, processing the Monthly Canteen Report, and preparing responses based on research to Inmate Grievances.

Management Preferences

  • Documented knowledge of accounting methods, procedures, and accounting practices needed to perform the work.

This is a full-time position (40 hours per week) with State Benefits with established working hours and may require working beyond normal work schedule to meet business need.

The salary grade for this position is NC06. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

About Central Prison

Central Prison in Raleigh, NC has been in continuous service since 1884. It serves as the admission point into prison for adult male felons sentenced to 20 years or more and is the main medical and mental health center for male offenders. It also houses special populations, including death row and safe-keepers. 


While security requires that certain offenders remain in their cells, there are more than 260 offender job assignments that include working in the kitchen, laundry or canteen. Offenders also work as barbers, janitors and clerks. Offenders can attend substance abuse group therapy meetings, Bible studies or worship services.

Minimum Education and Experience

Associate degree in Accounting from an appropriately accredited institution AND one year of accounting experience; or High School diploma or General Educational Development (GED) diploma AND three years of experience in accounting work; or an equivalent combination of education and experience.
