The City of Homewood is seeking a dedicated and experienced City Engineer to oversee the planning, coordination, and inspection of engineering activities related to the City’s traffic, roadway, and drainage systems. This position reviews plans and construction drawings to ensure projects are feasible, properly designed, and compliant with applicable regulations. The City Engineer collaborates with contractors, developers, and internal departments to evaluate projects and recommend necessary modifications. The role also ensures that public and private construction projects meet all federal, state, county, and municipal requirements, and enforces applicable city ordinances.COMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Driver’s license.
Licensed Professional Engineer in the State of Alabama, OR, have the ability to obtain your PE License within Alabama through reciprocity within 6 months of being hired.
Bachelor’s degree, or higher, in Civil Engineering or other closely related Engineering field from an ABET accredited program.
Professional Engineering experience, including experience as a lead project manager directly responsible for successful design or construction of complex public works infrastructure projects (e.g., roadways, bridges, sidewalks, drainage systems, water treatment, sewer).
Experience working with county and state organizations (e.g., ALDOT, ADEM, SWMA) on roadway construction and other infrastructure improvement projects.
Experience in reviewing bids, preparing and evaluating Requests for Proposals (RFPs), administering contracts, and coordinating with contractors on public infrastructure projects.
TYPICAL JOB DUTIES:
Plans, directs, coordinates and oversees all engineering activities by providing technical guidance to engineering staff and contractors and reviewing and analyzing plans and engineering studies related to projects involving in the City's traffic, roadway, and drainage systems.
Performs plans review of major commercial or residential developments by reviewing, making suggestions/recommendations about necessary changes, and signing off/approving plans to ensure compliance with all applicable state, county, and city building codes.
Investigates and responds to citizen requests/complaints related to public infrastructure (e.g., roadways, traffic systems, storm water drainage systems, etc.) by gathering information regarding complaints/requests in order to determine if repairs or modifications to the public infrastructure is required.
Monitors construction projects throughout the city by inspecting sites and working closely with contractors, landowners, and crews in order to ensure compliance with relevant codes, ordinances, and laws, and takes appropriate actions when a project is found to be in violation of ordinances and permits.
Oversees the process to announce, collect, assess, and accept bids from contractors for public infrastructure projects by determining scope of work, preparing bid announcements, and reviewing/selecting the best submitted bids in order to facilitate selecting external contractors for large construction projects within the city.
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits.
PHYSICAL DEMANDS:
Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. May involve occasional lifting of items or objects weighing up to 50 lbs.WORK ENVIRONMENT:
Work is primarily conducted indoors in an office setting with occasional field visits to outdoor worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc. Work involves the use of a variety of equipment related to inspecting construction sites including, but not limited to: calculator, measuring devices, levels, etc. Job may require exposure to potentially hazardous work conditions (e.g., working in and around traffic, construction zones, heavy equipment). Job may also require exposure to inclement weather when working outdoors (e.g., extreme heat, cold, rain, snow, wind, etc.).EEO STATEMENT:
