Job Description
Summary
At Teledyne, The Proposal Price Analyst is an individual contributor responsible for developing customer quote Basis of Estimate (BOE), cost models, and pricing support for U.S. Government and Department of Defense (DoD) electronic contract manufacturing (ECM/EMS) proposals. This role plays a critical part in translating technical scope, material inputs, and labor assumptions into accurate, defensible, and compliant proposal pricing. This position partners closely with Program Management, Engineering, Supply Chain, Finance, Contracts, and Compliance to support proposal reviews, fact‑finding, and negotiations.

- Develop detailed customer-facing Basis of Estimate (BOE) packages that
clearly document assumptions, methodologies, data sources, and cost drivers
for proposals.
- Build and maintain proposal cost models (primarily Excel-based) supporting
labor, materials, overheads, NRE, test, and integration costs.
- Apply appropriate estimating methodologies (e.g., bottoms-up, analogy,
historical actuals, parametric) based on proposal scope and maturity.
- Ensure internal consistency across cost element summaries, pricing roll-ups,
and proposal narratives.
Proposal Cost & Price Ownership
- Partner with Materials and Supply Chain to validate BOM pricing, supplier quotes, lead times, and material cost assumptions.
- Collaborate with Engineering, Manufacturing, Test, and Quality to validate scope assumptions, labor standards, and production/test strategies.
- Support Proposal Managers by meeting pricing milestones, providing cost/price inputs, and responding to clarification requests throughout the proposal lifecycle
Compliance, Audit Readiness & Risk Management
Ensure proposal pricing complies with internal estimating system requirements and Government contracting expectations for cost/pricing data.
Prepare and maintain audit-ready pricing documentation, including BOEs, cost models, and supporting data.
- Support customer fact-finding, cost analysis, and negotiation activities by
clearly explaining assumptions, cost drivers, and pricing rationale.
- Assist with post-negotiation data updates and final pricing sweeps as required.
Continuous Improvement & Data Integrity
- Participate in estimate-to-actual comparisons to improve future estimating
accuracy and update pricing assumptions.
- Maintain organized pricing files and version control to support repeatability and traceability.
- Contribute to the refinement of BOE templates, pricing tools, and standard
work.
Required Qualifications
Bachelor’s degree in Finance, Accounting, Engineering, Business, or related discipline (or equivalent experience).
Experience developing cost estimates, pricing models, or proposal pricing for manufactured products or technical services.
Strong background in cost modeling, pricing strategy, and proposal cost volume ownership.
Strong proficiency in Excel-based financial and cost modeling.
- Ability to clearly document and communicate cost assumptions and pricing rationale.
- Strong attention to detail and commitment to data accuracy and compliance.
Preferred Qualifications
- Experience supporting Government or DoD proposals, including development of Basis of Estimate (BOE) documentation.
- Background in electronic contract manufacturing (ECM/EMS) environments (PCBA, box build, test, integration, NRE).
- Familiarity with proposal pricing review, fact‑finding, and negotiation support.
- Experience driving estimating system improvements and estimate‑to‑actual analysis programs.
- Exposure to estimate-to-actual analysis or continuous improvement of
estimating methods
