Financial Cost Analyst
The Opportunity
The right mixture of great ideas and funding can create powerful change. You'll support a federal agency which funds transformational energy R&D projects, ensuring that recipients of federal financial assistance awards have proper cost accounting practices and policies in place can be a challenge. That’s why we need you, a financial cost analyst who can navigate the requirements, policies, and regulations that govern federal financial assistance awards to make sure our nation’s leading edge energy program can make the most impact.
As a financial cost analyst on our team, you will provide compliance, financial, and budget analyses of indirect and fringe costs. You will use your knowledge of financial planning and administration to provide cost accounting guidance to recipients of financial assistance awards for a federal energy agency. You should have a deep knowledge of cost accounting practices for organizations who conduct business with the federal government and have the ability to provide guidance to those who might not. As a financial cost analyst, you will work with organizations who do not have extensive experience interfacing with the federal government and will review performer-submitted indirect and fringe rate proposals for compliance with agency, OMB, and FAR cost regulations during negotiations and through the performance of the award.
You will interface with selectees and award recipients, programmatic staff, federal procurement staff, and finance teams daily to resolve outstanding cost accounting issues and assist the programmatic teams with any specific performer-related financial questions. You will provide performance management analysis to leadership, track the progress of indirect rate negotiations, and recommend indirect and fringe rates in the context of total budget submissions. You will also support cost accounting-related financial tasks, including budget review, financial viability reviews, and accounting practices analysis. You should have current awareness of FAR and OMB cost regulations.
